NAP - No attack policy, if NAP 15 required on your state. It means Top 15 alliances are not allowed to attack each other.

NAP stands for Non Aggression Pact it's an agreement between the top power alliances to not attack anyone in an alliance who's power level is that number or above ( NAP 15 = no attack on level 1-15)
