What makes a good Vanguard vs a Garrison?
Is a viziers attributes, talents, or power better for one position over the other?

Power is power. You need to have powerful viziers on both vanguard and Garrison. Use grain during registration to increase % of defense forces. The more you use books and badges to increase military power the more powerful the vizier is in defense and offense. Even out your hitters vs garrison power to help prevent losing HP points and getting ashed
