You can but the bigger alliances will probably message you and some might teleport beside you if you have a history of attacking their member. Also depends on NAP level and if you are part of the alliances covered by the NAP. Different states May set clear guidelines and others people just fully ignore . If you’re desperate for resources make a farm or attack a farm inside your alliance .

Ask for permission before attacking any farm, especially farms from your own alliance. But creating your own farms is fairly easy. You start a new account and move your new "farm" account to your state/province before your level goes too high. You can create an account for every email you own.
