Yes, the order from best to worst is:

Orange is legendary, the best but also hardest to get heroes.

Purple is Epic

Blue is Rare

Green is Common

Better heroes have more skills, stronger abilities.

For combat heroes you want to try to obtain full orange heroes, but use purple where you have spaces.
