What determines the migration rating?
How can I reduce it and how does it differ from migration tickets?

The immigration power is derived from your building, research, troops and hero powers. Unfortunately you cannot lower it as it will remember the highest level that you have had over time.
The rating will determine how many tickets you need to immigrate.
