I have well over 200 differing speed ups in the backpack, but zero speed ups in the Under Construction window where you can actually use speed ups. How do I gain access to those 200+ speed ups in my backpack? Thanks.

In the under constriction speed up option you should see any available building speedups and any available general speedups. If you do have those then there must be a glitch. If you have tried restarting the game then take screenshots and use the in game option to contact support and tell them about it.
