How do I successfully take reinforced tiles in eden?

How do I successfully take reinforced tiles in eden? No matter what my power or demolition power is I can't seem to do any damage?

To take tiles in Eden, you need to upgrade or build your coalition bases. This determines loyalty. Loyalty decides the lvl of rss tiles you can take.

RSS tiles have a simple Formula, upgrade Coalition Bases to make your rebel zeal higher than the tile level. Reinforced tiles in Eden are much more difficult. We are looking for tips to accomplish this

This has nothing to do with the question asked. How do you break reinforcements? I can take a tile. Just not a reinforced one.
