A couple days ago I was attacked by someone with a legion with 1 hero and around 700 t2 troops. My castle, at the time of the attack, had no legions to defend, because both were in tiles, but had 16k troops inside. I still lost. Does the game only count legions for defense?

If no legion in fortress.. Your castle is like no defense. High level watch tower can help a bit.

Theres an advance research you can get that gives you an additional legion who is always home for defense. This is the only way to get what you are asking for. Master City Defense > Stand United
