How do I absorb old dead alliances (but still have a few active R1)?

If there is a leader then you can message them and ask them to merge. If there is no leader then you will need to contact the members and ask them to move over to you. Message them individually, or you could send someone (or yourself) to join their alliance temporarily and then drop a message in alliance chat.
