I think you are talking about Wonders (the temporary buildings you have during Eden Wonder seasons). It's not a wonder (a building) that affects enemy HP, but a Halo (a skin given daily to the guilds on top 3 rank in upgrading that wonder) . It's the the daily Halo of Statue of General that gives HP malus to enemies.
