What happens if you try to occupy a territory and it says ‘target location not connected or capacity reached’? I can’t occupy anything to do this

Capacity reached means that you have no free tiles to take, you need to abandon some that you own to take more. Check the Territories tab in the RoC screen.

Target location not connected means that there is no tile next to it owned by you or your alliance / guild. You can only take tiles that are next to friendly tiles or structures.
