New to the game, what does the green badge symbol with a star under two upward pointing arrows mean in the lower left corner. I click it and nothing happens, other ones show up there for when training queue is empty, etc. Not sure what this one means or is for?

Usually lower left buttons are reminders to collect things or upgrade things. I think your example is a reminder to build the war institute if you press it it should say that and give you option to build it
