Seems it is impossible to refill crystal and dragon workshops? I have level 25 so I can earn 720 crystal max. I refilled when it was almost done two times, so I should get about 2000 crystals but still only got 720 so all gold lost with refilling.
When you tap on a workshop it will immediately collect the currently produced items, so if you tap to refill it, it will collect what is waiting for you and then let you refill to the max. Any time you tap the most you can get is the max (720 in your case) production available.
You should be seeing that your stored total increases whenever you do this. If you are not then perhaps there is a bug. You should contact support in the game and provide screenshots if possible of the problem so they can fix it.
