What about if I teleport to another location? Does my attacker will locate me?

Of course not. It's the best way to escape from attackers.
The only way they can track you is using a dragon breath. If you teleport away (or you are zeroed) before the shout arrives to you, it will keep tracking you (this can be used by experienced players). To break this shout tracking, you need to teleport to another state map.
