I am on level 7 on my castle. When I hit change layout, it says when I tap 'Apply Layout' - Unlock plots first to use this land. How do I do that?

check near your walls, there will be lock symbol on the plot, click on it to unlock them with help of some resources. After that you will have more space for your buildings and can change layout

It means there are plots outside of your city walls that need to be unlock (land expansion). Click on the lock icons that are outside of your walls to see which can be unlocked.
