Rise of Empires: Ice and Fire

Cannot occupy. Level 7 territory required. Please explain?

In RoC you must have occupied at least one level 7 tile to be able to occupy a level 8 tile. (and then once you have a level 8 tile you can take a level 9 tile etc.)

Also each lvl tile requires a certain amount of loyalty... as your loyalty rises the poison % to take the tile will drop and once you have a certain amount the tile will show the % as zero and will turn the writing from red to green. You can take tiles before the reach 0%, but the troop loses are massive.
