As you level up in the National quests you will reach points in the tree where you can unlock extra card slots. You will always have more cards than slots though so you need to choose which are the best for you to have active

I don't think the question was framed correctly as the answer does not apply / is not accurate 6 0 REPORT
When you are MANAGING one of the Province Buildings you can "play" bonus cards each day - you get to play 2 that you "own" and you can use "Wolf Fang tokens" to purchase others.
There are FIVE slots - 2 for your 2 cards, and 2 that you can fill with cards bought with tokens - but the FIFTH slot requires a token that looks like some sort of "red gemstone" - and there is nowhere in the store that you can purchase that item.
