Where is the menu for the destroying dragon?

Where is the menu for the destroying dragon? Usually it is in the building menu in the alliance menu, now how come it's not there, R4 like me is also hard to find

Are you trying to attack using a dragon shout?

Assuming you have a Dragon Shout Temple, tap the castle you want to attack. Shouts is one of the options along with Info, Scout, and Attack. That then brings up a menu of shout types you can use.

If you're looking for how to build the dragon shout buildings, those are on your regular Build menu (inside the castle) under Shouts (lower right).

Ah, under Alliance, go to Building. Destroyer Shout is just beneath the place to donate stone.
