In between seasons of ROC, do you keep your buildings? And do they stay at the current level when the next season starts?

Your don't keep any of the buildings. You'll have to start the buildings from level 0 the next season. However, you do keep the specialisation points. You also keep on getting the buffs from your specialisation tree.
