How are points calculated in RoC?

How are points calculated in RoC? Specifically how many points are honored for empty tiles, enemy tiles, etc? I cannot find a solid answer anywhere, and points earned are not updated immediately so it's nearly impossible to calculate without no-lifing it.

21 points for occupying 9 level of empty land.

You gain 30 points when you occupy 12 level of empty land.
