Rise of Empires: Ice and Fire

I am trying to upgrade my castle to level 22 but it requires 210k population. I am maxed out at 209k..

I am trying to upgrade my castle to level 22 but it requires 210k population. I am maxed out at 209k my 5 houses are at max lvl 21 and cannot be raised further till I reach level 22 how can this be there is not other way to. Add another house. What am I missing here?

You should have 6 houses available at c21 (from c18/19) build the additional house and you will hit the required population...

Your food and ale in the bar have to be full or you will lose population.

at c19 you can have 6 houses so you are missing a house... build it and upgrade it and you will be sorted :)
