Can the rallying army slots be reduced?

The rally only fails if you do not get at least one other member. The chance of killing the rally subject depends on the strength of the legion. You need a strong legion to kill a giant for example or a combination of almost strong enough. Choose a level that can be killed by the minimum 2 members to assure victory. The losses for attacking too high will not be worth the loot.
