After the weekend kill event the players from the other state should return home as they will not be able to attack you. However if one of them has won the throne in your state then they will be the Emperor for the following week. They will be able to decide on placing the national quest buildings and whether to award any positions / buffs or debuffs on players.

No, the take over province does not remain in your province. An emperor from that province will be automatically appointed, based upon whichever player from the opposing province controlled the throne for the longest time. The emperor also will receive a few rewards to distribute and he/she can distribute debuffs to players in the losing province. The emperor cannot distribute hero titles or place national quest buildings. The losing province loses national quests for the week, which of course inhibits the state's growth.
