I have created a second account to help my primary account. I have reached Level 6 and then realized that newbie teleport cannot be used now. Can you please help?

Your best option is to abandon this account and start a new one. It will only take a few hours and as long as you move it before you reach level 6 you will be fine. After level 6 you have to wait until level 10 and also for the immigration event to open which then costs money to move the account assuming you can move to the state you want to.
