What does it mean that the Emperor did not place new buildings, cannot view? I did this task daily and now it just stopped and won't let me send my troops out. Did I miss something?
Every Saturday there is a battle for the throne. This will determine who is Emperor for your province for the next week. The new emperor needs to place buildings before the quests can start. If its Saturday then possibly the battle has not finished or the new emperor has not got round to it. If your province loses the battle to an alliance from another province then you might have an emperor from the other province in charge and they can choose not to place the buildings at all for that week.
