When merging alliance what is the difference between Annex Order and Letter of Abdication?

In a merger, 1 alliance will remain and take in the other alliance. The alliance that is taking control will 'Annex' the other one. The one that is being taken over will 'Abdicate' and their members will move to the new alliance.
