Is there a trick to declaring war?

It is just timing related. You can work out what you need to tap in advance and check ahead where the enemy you want to declare on in the list is. Try to hit that menu at exactly the right moment but its still very hard. Make sure you have as many people on your alliance (R4+) all trying at the same time.
