I have 2701 loyalty with tier 6 troops I can not take lvl 9 tiles and even when I take lower level..

You need to make your legion stronger. Take your three best heroes and place them in 1 legion, hopefully Orange heroes, the class legion if you are a Raider as this has buffs. If you don't have 3 hero slots open yet then do the research for this.

Improve your heroes, they are key. All skills are useful but make sure to unlock and max skill 6 (Awaken) and max Skill 1. This will let you place the maximum number of troops.

Use this legion for the high tiles and them move the heroes to other legions when you run out of stamina.

Getting to T7 and then higher troops will help a lot but in the meantime the more good legions with orange heroes with unlocked skills you have the easier it will be.
