Occupying level 12 empty plots and level 12 resources plot will give you the same season points?

Occupying level 12 empty plots and level 12 resources plot will give you the same season points? Should I just keep occupying level 12 empty plots for seasonal points?

It's a good idea to keep occupying some plots every day. You can drop ones that you own and take them again. Gaining resource tiles will help you get the resources to level up the buildings but any plots will help with your season points.
