Why can't I kill Marauders when I have enough power in my soldiers?

I have the same problem. Can't kill a lvl 16. It says recommended power is 658k i have 809k.

Anyone figure this out? My power is 938 and I’ve almost got my research maxed out and I can’t kill the level 16 for some reason.
