How do you take territory in another state during reign of chaos? It won’t let me take a tile if it’s not next to a friendly tile.
That is the rule of the event, you need a starting point that you or your alliance control first.
During the initial RoC seasons you will have alliance wars that start after the first week. During these you can declare war on alliances in other states and you will be able to place Rally points, which are alliance controlled structures in their state. From here you can take tiles.
The idea of the alliance wars is to try to tile towards and destroy the enemy alliance center buildings. But a second benefit is to let you take tiles in the other state and spread out.

If the tiles your alliance took during Total War are not recaptured, you can use them as a starting point any time you want to go back and take more tiles.
On the other hand, your opponents can do the same thing in your province. So attempt to recapture any red/pink/purple tiles in a timely fashion so they do not come back and capture even more.
