I forget the name of the items but when doing the land development you should see a small map like icon in your legion assignment screen that has a number of the specific energy you need for this. You should get 1000 per day (only goes back up at reset) and you need 200 for the land development march. You also use 1 for taking tiles etc. so you will probably only be able to do 4 land developments a day.

It is 'combat command', like the legion stamina but only resets once a day. When you send a march to do the land development you will see the total you have left for the day in the top left and at the bottom you will see the consumption required for the march.
