Can I move from province 347 to 240 and how?

If your castle is below level 6 then you can move to any state for free. If not then you need to check your Events menu and see if the Province Immigration Event has started for you. This starts around 21 weeks after your province is formed.

Once it is open you can check the list of provinces that you can move to, this will be limited. As 240 is a long way from your own province then its unlikely that you will be able to move there. If you are a new player it may be better to start a new game and move to 240 as soon as possible.
