My account wasn't bound, I thought I did have it bound but it says there is no record, I just did a system update on my tablet and I have lost everything, I spent over 400 us dollars I have all the Google invoices to prove these purchases how can I either get the account back or start new account with all those purchases and start over?

You will need to contact the game support. The best way is to start a new game and play until you can access the settings menu. Go to the account option and look for the link to 'Retrieve Lost account' (you can also find this thought the game instructions). This will let you send your account details to the developers. You account name / province etc. and any details from the payments you have made for proof.
