I want to invite someone from 446 to join me in 414 how do you go about that

If they are not in an alliance then they can just go to the alliance menu, search for your alliance and apply. If they are in an alliance then they need to leave it first.
You can also invite them. Either by finding their castle and tapping on it for Info. Or through the alliance menu under the Member Tab at the bottom of the screen is an invite option.
