Does it mean that the hero has to be the primary hero on the legion to activate the skill?
Each legion has 3 rows with a hero leading each row (once you have unlocked them through research) The units are the troops that you place in each row. The hero in row 1 (front row) leads the troops in row 1 and so on.
Most normal heroes can lead any unit. A few normal heroes and all the season heroes have a few skills that only work when leading specific troop types, for example Cavalry troops. If you have a different type of troops in that heroes row then those specific skill wont work during combat.
Heroes that lead any troops will be able to use all of their skills no matter what troops are with them. Their skills are generally not quite as good though.
