I am an r5 of an Alliance and Is it possible to migrate my Alliance from the current state to another state?

Yes you can migrarte the alliance which will change its affiliation to a different state. All your members need to migrate separately though if they want to also move to the new state.

If the R5 does this, will all players still be able to participate in CoP and go on province quests if they are unable to migrate?
