How to put shopping item at alliance store?

In the alliance store there are 2 tabs. The 'Store' that everyone can buy items from and the 'Item List'. Only R4 and R5 members of the alliance can use the item list to place items into the Store. The alliance needs to have Alliance Score points to use to buy the items to put into the store.
