Rise of Empires: Ice and Fire

I know that R4 and 5 lead and run the Alliance, but what are the differences betwee Rs 1-2- and 3?

Menu - Banner - Member - click the i in the top right corner. It will give you exactly what each R level can and cant do. The R5 cannot leave the alliance and can do things like change alliance name, change banner, change nickname, disband alliance, change ranking names, and one more I think.
