Why can I sometimes access things in the alliance store and sometimes not?

The alliance store has 2 sections. The store has the available items for all members to purchase. The items list is all of the items that the R5/4 members can put into the store using Alliance score points. If any items run out in the store you need to ask in chat or by message to one of the leaders to add more stock.
