Why my legion says I can carry 800k of iron but it's only carry 400k, I have farmer class that double carry capacity?

If you have a farming profession, then there is resource protection, this may be the reason

Your legion's load is not the same as how much iron you can carry, it is how much resources you can carry, and resources have different values. If you have 800k load then you can carry either 800k food and lumber, or 533.3k marble or 400k iron. This is because 1 lumber is equivalent to 1 food, 2/3 marble and 1/2 iron.
