Gathering Speed Bonus: I bought one once with gems in the Town Buffs area, but I can't buy another one? Is there a purchase cooldown or something I'm unaware of?

I don't think you can buy these with gems. You can buy the 24 hour gathering boosts in the alliance store using alliance contribution points. 8 hour boosts are occasional rewards.

If you have purchased the Royal Prestige, then it's possible to purchase a Privilege Gathering Bonus for 6000 gems. Once the Prestige expires, you cannot get this bonus anymore.
