How do I sign a peace treaty with another alliance (is there such a thing in this game)?

There is no official declaration of treaties with other alliances (Eden RoC guilds can do this though). For other alliances you just have agreements with each other, not to attack or to support each other in conflict / events. Many alliances will write their allies tags in their alliance message to let others know.
