Buildings in your city are moved by tap and hold on them until the option to move it appears. For honor structure buildings in Reign of Chaos you need to tap on them and then select 'View'. In this screen you will have an option at the bottom for 'Relocate'. Moving them costs stone and will damage them so you will need to repair.
