Regeneration serum is actually a speed up item for use in Reign of Chaos. When troops are wounded during RoC activities they will go to the Coalition base camp. You heal them here and while they are healing you will have the option to speed it up.
When you choose to speed up you need to use the serum items to do this. Each serum is worth 5 minutes speed up.
