No, you cannot send resources to players outside of your alliance. Traders can send a limited amount to their own alliance members.
The only way to let players from other alliances take your resources is by letting them attack you. Sending your troops out to gather / camp will protect them.

Once your castle is over level 10 you will switch to merchant instead of farmer. Then you can send resources to other players.
