AppGamer Answered:

The kill event happens on the weekends during Clash of Province event weeks. The start time is at reset on Friday night / Saturday. (00:00 on the world clock). On the Sunday the kill event is optional for all players but many will choose to do it so you can still be attacked even if you are not participating.
