I believe my town hall is not working correctly it says I have 28/28 heroes stationed But I have only 12 heroes stationed. How can this be right?
My Town Hall is level 8.

The numbers in the Town hall refer to a 'cost capacity'. This increases as you upgrade the building. When stationing heroes each one needs a certain amount of the 'cost capacity' points. Green heroes only need 1 but Blue needs 3, Purple needs 5 and Orange heroes need 6. So you can fill up your capacity quickly with better heroes.

Think of them as points. You have 28 points to allocate stationing heroes. Each hero has a point value (3, 2 or 1 for purple, blue, green, respectively). So it's telling you that you have stationed 28 points worth of personnel.
