Does troop loyalty affect the damage taken by troops during RoC?

Or troop loyalty only affects the level of tile that can be taken?

It affects the level of tile you can take. If you are 'in the red' meaning you are below the minimum level for the tile then you may still be able to take it, but the lower loyalty level will mean you take more losses. Once you are in the green, meaning you have enough loyalty then you will not take any extra losses.
