How to you get your legion back after you sent them to help an alliance member?

If you sent them as reinforcements then you should see them listed on the top left in the world map view with a 'Return' option. If you sent them to join a rally then they will stay until the rally completes and then return.

In either case if you teleport to a new location the troops will return immediately.
